The Qinghai Tibet Railway was completed in July 2006 and is expected to bring in hoards of Chinese tourists. If you travel to Tibet from within China, this is a great option as it might help you acclimatize to the altitude a bit better. You can take the train from Chengdu, Beijing, Chongqing, Xining, Shanghai and Guangzhou.
Before your get on you have to take your Tibet visa and Tibet travel permit but the copies are right. The Tibet permit can only transacted by travel agency, you should know how to get it in advance.
